Value is determined in accordance with Federal Valuation Standard FSO No. 7 "Real Estate Valuation". The market approach relies on transaction and asking prices for comparable properties, with adjustments for location, area, condition and terms of sale. The income approach determines value using the income capitalisation method or by discounting rental cash flows. The cost approach determines value as the sum of the land value and the replacement cost of the buildings, taking into account entrepreneurial profit, physical deterioration and obsolescence; it is applied to special-purpose properties and when market activity is low.
The real estate valuation report sets out a reasoned conclusion of market value, an analysis of the market and of the highest and best use of the property, and supporting analysis for decision-making.
